2024 State Softball Rules
Dugout Assignment: Team on the left in the 3 rd base dugout.
Home Team Assignment: Coaches flip coin behind your backstop 15 minutes prior to start of game.
Time Limit (Pool Play): No new inning after 40 minutes.
Time Limit (Tournament Play): No new inning after 50 minutes.
Run rule: 20 after 2; 12 after 3; 10 after 4; 8 after 5
Softballs: Softballs will be provided by ORES.
Softball Bats: Only bats approved by USA for Championship Play will be allowed. Please note that some bats may have the
USA stamp approving it, but may have subsequently been determined to not be allowed by USA. The umpires will have a listing
of bats that are not approved or you can look at the Certified Equipment section of the USA Softball website.
Forfeits: Any team that forfeits a pool play game will result in the expulsion of the head coach for the remainder of the pool play
and tournament play, and the head coach will be required to immediately leave the softball complex and will not be allowed to
return to the softball complex. If a team forfeits a tournament game, the team will be disqualified from the tournament.
Student/Player Eligibility requirement (Age/Grade/Residency-Transfer): All ORES activities require that for a student to be
eligible for the activities the student cannot turn 15 before September 1 st of the current fiscal year. Please read the ORES website
(www.ores.k12.ok.us) for additional eligibility requirements. Birth certificates are required to have on-hand and available for
inspection at the tournament. Please arrange the birth certificates in alphabetical order for easy inspection. Further, the student
on the participating schools must be attending your school and on the membership/attendance registers by September 1 st of the
corresponding year if the student’s legal residence is not in the school that she attends. Student’s legal residence is defined as the
home that the parents or legal guardians (court-appointed) of the student reside.
Pitching distance: 43 feet
Shoes: All participants must wear shoes. Steel cleated shoes are not allowed. Turf shoes or tennis shoes are recommended, but
rubber cleats will be allowed.
Tie-Breaker: 1 st Level: Defensive Runs (Runs Allowed); 2 nd Level: Offensive Runs (Runs Scored) Maximum Runs Allowed
per Game for tie-breaker formula is ten (10) runs; 3 rd Level: Coin-Toss.
Pitching Regulations: ASA and/or National Federation Rules apply. In preparation for high school, pitchers will use the same
technique that they will be allowed to use in high school. Rocker step will be allowed, but pitcher’s release and footing must
finish within the 24-in width of the pitcher’s plate as they approach home plate with delivery. Prior to starting the delivery
(pitch), the pitcher shall take a position with the pivot foot on or partially on the top surface of the pitcher’s plate and the non-
pivot foot in contact with or behind the pitcher’s plate. Both feet must be on the ground within or partially within the 24-inch
length of the pitcher’s plate. Techniques such as the ‘crow hop’ and ‘the leap’ are illegal.
Awards: State Champion trophy & individual medals; State Runner-up trophy and individual medals. A maximum of Eighteen
(18) medals will be awarded per team.
Passes: ORES passes will be used this year for the softball tournament. Superintendents & Board Members will sign in at the
gate for entrance to the ballgames. Coaches (up to two) and one scorekeeper may enter the complex with the team. If the
coach/scorekeeper leaves the complex after initially entering, he/she will be required to sign in at the gate when re-entering the
complex. There will be no coach’s packets given out. Please access the softball schedule online at www.ores.k12.ok.us.
Superintendent/Administration: Superintendent or designee is required to be available at their team’s games.
Superintendent/designee will be in control of their team’s crowd and will be required to escort fans/coaches that are ejected out of
the softball complex. Law enforcement will be available to provide assistance. Designee must not be the coach.
Pets: Please help us by keeping all pets (dogs, cats, etc.) from entering the complex.
Seeds: Shelled seeds of any kind are not allowed in the softball complex.
****Teams are required to be at playing field 30 minutes prior to scheduled starting time.
